Prime Minister JOHN HOWARD says the coalition forces in Iraq can't yet claim victory.

But speaking of the fall of SADDAM HUSSEIN's regime, Mr HOWARD has scarcely been ablecontain his triumph.

He says he has been greatly moved by the scenes of jubilation in the streets of Baghdadand elsewhere in Iraq.

He says the Iraqi people are telling the world how glad they are to see the end ofSADDAM HUSSEIN's loathsome, repressive and cruel dictatorship.

Mr HOWARD says if it hadn't been for the action of the coalition, that regime wouldn'thave been brought to an end.

The prime minister has praised the Australian, British and American forces, sayingthey have set new standards in integrity and ethical behaviour in a military conflict.

He says he has no doubt that Australia did the right thing in joining the war.
